Default 1999 Ford Laser 1.6l Running Rough

Recently my mate made the unfortunate decision to buy a "running and driving" ford laser which upon arrival wasnt running and driving. The timing belt had jumped a tooth and was scraged but upon retiming the engine (reusing the belt) it now runs terribly(hunts at idle with it stalling out and can barely move itself in 2nd). I checked compression and got 140 psi on all cylinders and also checked for vac leaks but couldnt find any. Ive got a leakdown tester on the way but with compression being so even I have my doubts that itll prove anything. Any suggestions are welcome as I'm shit out of ideas.

I'd suggest as it's OBDII compatible getting Forsscan and a dongle so that you can read error codes as a starting point becasue that may be easier than trying to guess what could be wrong.

This one doesnt have obd 2 its still got the obd 1 "diagnostics" connector

It is OBD1 - there are OBD1 code readers around so that might be the only option.
