Default 94Festiva fuel

Hi guy's
i got a 94 festiva, brought it for a work car and its kinda morphed into a fishing/hunting and travel car as well, poor ole girl gets a work out but its been fantastic, but one thing thats bugged me from the day since i got her is there is an over run on the accelerator, like when ya go to change gear and when ya back of the gas it still runs on a bit, is this a common thing?
and also it chews around 9klm per litre around town and about 12 on the highway which is still way better than the people mover we got but i've read it should be around 12klms per litre(town) and 16klms per litre(highway) any thoughts or am i being a little optimistic?
