I can manual setup my vista, for fixed IP address etc etc like I can under XP
192.168.1.254 sounds more like a no network ip address for the computer then the router. routers are more often then not, 10.0.0.0 or 10.1.1.1 something like that.

A good way to find the IP address of your router if is isn't the default is to have a look at the DHCP server your are obtaining your IP address from.
Click Start -> Run and type in cmd. Once in the command prompt, type in ipconfig /all In the display on the screen, there should be lines like this:
IP Address. . . . . . . . . . . . : 10.2.0.122 Subnet Mask . . . . . . . . . . . : 255.255.254.0 Default Gateway . . . . . . . . . : 10.2.1.254 DHCP Server . . . . . . . . . . . : 10.1.2.4 DNS Servers . . . . . . . . . . . : 10.1.2.5 10.3.100.11
Your router should be the IP address in the line in bold above. Just out of curiosity, you have tried turning the modem off and back on again? It could be that the webserver it runs for the configuration pages has packed it in. As for those other people saying that the IP address might be in the 10.x.x.x range, Billion, Linksys, Zyxel and (so it seems) Open Networks, all use 192.168.1.254 as the IP address for the modem, from my experience.

Sounds like you got a Billion router. I have the same problem, where after a certain amount of days, I can't open my router config page. I just turn the thing off and on again, it works after that.
