Question Steering wheel issues

I just brought a new momo steering wheel for the au. Upon inspection some tool has already had the wheel of the car or at least tried!!!! The threads you put the pully bolts into are totally screwed. Has any one got any idea how I can get the existing wheel off without a pulley?? Why do people insist on doing things with incorrect tooling or the knowledge of how to use them. GRRRRR!!!!! :

Only thing I can think of is re tap the holes the next size up and get thicker bolts?

With alot of swearing yelling threatening the wrecking yard or a jerry can of fuel I managed to get the mongrel to come off. Man what a mission. Anyways new wheel on and it looks great.
