Yeah, these things are usually for PR/Recruitment...like the Lotus Elise and many others.

Bona-fide Category 1 HWP (that is: used specifically for Highway Patrol duties) vehicles are not that hard to spot, even if un-marked and in NSW at least: are generally always RWD sedans with the exception of the WRX/EVO AWD's and a few others. You can usually spot the lightboxes, ICV's, MDT's etc...

GD Detectives cars or general purpose stuff are not that hard to spot either - these are the 380's, Cameroids, Hilux, Mazda's, Corolla's, G6, Statesman's, utes, wagons etc. etc.

"Covert" vehicles would be used for specialist operations involving task forces or something like that and until they 'light up' or become overt for whatever reason you would not know. They could be anything from a Hiace with Joes Plumbing on the doors to a high spec Euro rocket.

Up here the Q cars are pretty much covert hwp cars, i've seen Gti golfs, liberty turbo wagons, and a 300C, would never know they are cop cars till they switch the lights on. Regular unmarked hwp are fairly easy to spot, always unmarked commos or falcons and you can easily spot the lightbar in the front window.

Saw another marked car today, was green VE SS (with white decals as opposed to the standard black) and it had blue custom plates with RBT on them, looked ok for what it was....one of those 'H' cars.

just to expand above mentioned commodore has number plates BAL14R (last time i checked anyway)
this one on the coast me and mates find really annoying, he flew past us one day, sirens blaring (for no apparent reason) then stopped on the side of the road a few meters after the speed limit changed down
