im looking at wheels right now on an American site and the offset on the wheels is in mm, now i know nothing about offsets is mm the universal unit of measurement if so i wanna get 16x9 (15/25/30 mm offset) and 16x7.5(20/35mm offset) thats rear and front wheels receptively whats the best offset to stay within Aussie road rules...

Aussie road rules have no bearing on the offset (ET). The factors effecting the right offset are the width of the wheel, tyre size, your suspension (lowered or not) and the space within the guard. Look here for help.
