i'd say its a woman for the following reason.
-car is blue
-sticker is blue
womans thought process: "well my car is blue and this pretty sticker is blue and it looks like it means ford in french"

i took a pic of a statesman with an FPV sticker on the back and posted up on forums some time back. One persons comment was that perhaps it was a company car and they just put the sticker on to show their true colors

I am a very confused little boy too. looking at a ford bought at mazda with a chevy sticker. Victorian plates, posted by someone claiming they are in california. parked on the right side of the road. weird. lol.
